Petrozavodsk State University hosted a concluding conference of the Development of Internet Based Interactive Government to Business Services in Northwest Russia G2B-NWR project.
The project is realized at the support of the European Union on behalf of Delegation of the European Commission in Russia. Since 2005 the project operated in three pilot regions of Northwest of Russia: Veliky Novgorod, St.-Petersburg and Archangelsk. The Republic of Karelia became the fourth pilot region where in cooperation with administrations there are realized interactive services, education and training seminars on the basis of European experience in view of regional specificity.
The project implementation in Karelia resulted in interactive service on information and advisory support of preparation of documents and applications for registration of the rights of possession and using state property of the Republic of Karelia on the basis of Web-technologies with use of geoinformation systems. The information resource is developed by employees of RCNIT of PetrSU in cooperation with experts of the Ministry of Industry and Natural Resources of the RK and is available at http://service.karelia.ru. Users of this service can receive information necessary for registration of land lease and property owned by the RK; information on land and real estate objects offered for rent; consultations of experts of the department of rent and department of land stewardship of the Ministry of Industry and Natural Resources of the RK.
On September, 26th in Petrozavodsk there passed the final conference of G2B-NWR project in which participated representatives of the Eurodelegation in Russia, project head Jean-Jacques Kudela, the Northwest PRIOR director and the basic partner of G2B project A.Chugunov, the project director D.R.Trutnev, the Deputy Minister of Industry and Natural Resources of the RK V.Markov, head of the Department of Iinformatization and Information Security of the Ministry of Economic Development and trade of the RK V.Solovov, counsellor of the Head of the Republic of Karelia, Vice Rector for Iinformatization of PetrSU, the pilot project coordinator N.Ruzanova, President of the Chamber of Commerce and Industry of the Republic of Karelia A.Pankratov, experts of the project and creators of the service.
President of PetrSU, Professor V.Vasilev welcomed the conference participants.
Participants of the conference discussed ways of the e-Government development and creation of electronic interactive state services for business and citizens of the republic.
Representatives of the Eurodelegation, experts from abroad and from Moscow have marked the level of project realization in Karelia very high. In their opinion, Karelian IT-experts together with representatives of republican power structures managed to create the unique product which qualitatively differs from projects of other pilot regions in short terms.
As the Deputy Minister of Industry and Natural Resources of the RK V.Markov has noted, the created information resource has started to bring the real benefits to region already during its approbation. Foreign investors could receive necessary information without addressing directly to various instances and avoiding excessive bureaucratic delays and start preparation of documentation for the right of land usage for construction of large industrial enterprise. It will allow to involve significant investments to Karelia in the near future.
The introduced pilot service enables citizens and representatives of business to reduce time wasting for search of information, registration of applications; it reduces problems at preparation of documents, raises transparency of rights of the state property ownership and enjoyment registration procedures.
